Why in the country of Moldova the Icloud went from .99$ to 49.99$ in one month? Is there an issue there ? My sister is calling me about it and trying to figure out why the increase.

iCloud+ is not available in Moldova at all.
If your sister is using an Apple ID from a different country, then the prices are for that specific country.
The prices have not increased, unless she manually selected a higher storage space option for iCloud.
