How do I add Apple IDs of my family members for Apple TV+ family sharing, when none of us own Apple devices?

Inviting members to a Family Sharing group or setting up a Family Sharing group requires an iPhone, iPad, iPod touch or a Mac.
However, an Apple TV unit can be set up to be shared by different people using their own Apple ID. See Share Apple TV with multiple users which says: When each member in a household has an Apple ID, switching member profiles on Apple TV creates a custom experience, with Up Next lists, music, Game Center data and content recommendations personalised for the currently active user.
