Does Apple have an equivalent or bette/safer program to clear duplicate files like Norton?

Never, ever use any app on the photo library that is not specifically designed to work on it. If you do then you risk massive dataloss.

For searching out duplicates in the Photo Library I suggest PowerPhotos:

Apple don't make one. There are plenty of options, depending on what kinds of duplicates you're trying to eliminate (Text, pics, music etc). Pretty much any of them are better than Norton's who have a reputation for trashing MacOS installations. Avoid.
