Photos 7.0 with High Sierra 10.13.6?

I'm currently running Photos 3.0
Is there any way that I can update this to 7.0 or really anything newer than 3.0?

The Photos.app is installed as a part of the system. To upgrade to Photos 7 you would have to install macOS 12 Monterey, if your Mac is compatible with this system.
The Photos.app is just a wrapper to call system utilities, that is why the app itself does not need much storage and needs the correct system version to support it.
The size of Photos 7 is just 62.7MB - compare it to iPhoto 9.6.1 with a size of 1.7 GB. iPhoto 9.6.1 has been self contained and could run on many different system versions, but Fotos 7 can only run on Monterey.

In fairness, the vast majority of that were print templates. But nevertheless, no you can't run a later version of Photos without upgrading your OS.
