Can Apple track the thief if he connects the stolen device to the Internet?
Can it also track the thief through the components of the device after scrapping it and using it as spare parts?

Locate a device in Find My iPhone on iCloud.com – Apple Support (AU)
There is no mechanism available for you to track it by other technical means.
If it’s indeed lost or stolen, here’s what to do:
If your iPhone, iPad, or iPod touch is lost or stolen - Apple Support

To clarify, Apple does get involved in tracking lost or stolen products. This is totally up to you and if you did not set up Find My Phone before it was stolen then you are out of luck.
