Apple to Android
I cannot send pictures/gifs to android phones. MMS and cellular data is turned on. Anyone have any suggestions?

There may be a problem with the MMS provisioning on your phone despite the fact it shows it is on. Do you also have SMS on? If yes, try turning them both off, then. back on, then restart your iPhone.
If the above does not work contact your cell service provider and have them re-provision your iPhone.
