Cant load Covid Vaccination Cert from my document file to wallet on SE Phone?

Please contact the card issuer if they have enabled "Add to Apple Wallet" with a QR code for adding to Wallet.

Thanks for your explanation What you are saying is that unless - say the shop owner for a shopping card or airline for airline seat reservation ticket received by email - have issued a QR code, they cannot be added to Apple Wallet. Why does Apple no include this proviso??
