So do I have this right? You cannot access the original files once they have been imported to Photos?
This matters because my video was shot at 2720x1530 and Photos is only allowing me to export them at either 4k (uprez bad) or 1920x1080 (downrez waste)

You should always be able to export the unmodified original file from Photos, unless your Photos library is damaged and the original files cannot be accessed.
Select the video and try "File > Export > Export unmodified original".
