Images in text boxes move when saved as a PDF

How do I stop images in text boxes moving when saved as a PDF on my mac. I am using BigSur 11.6.5, Adobe Acrobat Pro./Word for Mac 16.6

Images in a Pages document I want to have images in a Pages document added inline to text. When I bring in an image, it seems to be on the page rather than an inline image. I also can't seem to control where it ends up when dragged in. I drag to a paragraph down the page and it ends up somewhere else. PS I can't open the manual in Books on an Intel iMac. Modify of preview app of Mac I usually use the "preview" to edit pdf file. such as drag a jpg file into the preview opened pdf file. before update the Mac system, jpg file can directly generate a page fit in the pdf. now, large white margin exist. could you please find the issue and develop it?

Word or Acrobat is going to be causing that. Check with the individual app's help sources.

When creating a PDF, you are not guaranteed to get what you see. The document has to be rendered so that it will display the same no matter where it is opened (to some degree). That design consideration may override yours.
