Since I set up voicemail w Tracfone for my iPhone XR it only rings twice that I hear on my end before going silent. It rings for 6 rings on the caller’s end before going to voicemail. How do I get it to keep ringing on my end?

All messages and tones and including Ringtone, Busy, Switched Off, Unreachable, Out of Network or Coverage area is relayed by the Carrier's tower.
This is not from the iPhone nor on any Phone for that matter. This is the carrier's server that is relaying them through the iPhone.
