I deleted 380 photos and three years of emails. Will that give me more iCloud storage?

If these were stored in iCloud, you will gain as much iCloud storage as you deleted - assuming “deleted” really means that, and not merely moved to “Recently deleted”.
Unless the photos were huge videos and the emails had large attachments, the added space won’t be much.
