Unable to map character not available on the keyboard.

The answer given to this question by Colin Robinson (Sep 30, 2012) was not helpful even though its shown as “solved”. There are no clear instructions how to open the window where the symbol replacement is defined (‘tf’ replaced with ‘therefore symbol’). I tried searching every combination of ‘Language & Text’ without finding this window. Did I miss something?
