Can’t add card
I can’t add a new card into Apple pay (Wallet). It has Learn More option and that’s it

Open the Wallet app ➔ Tap on the + sign at top right ➔ Add debit or credit card.
If the above does not allow you to add debit/credit card(s) to the Wallet app, then double check whether you are in a ➔ Country and Region where Apple Pay is supported.
