In the Books app on my on iPad (15.3.1) the same 'recommended' books have been listed under "For You" for a very long time. None of them are things I would ever read. Is there a way to clear this stuff out and / or turn off the recommendations function? Tx for any help.

If you haven't already, have a look at Apple's privacy section for Books
We use your interactions with Apple Books to help you discover the content that’s most relevant to you. For example, we recommend content that we think will be of interest to you based on what you’ve previously searched for, viewed, downloaded, updated, or reviewed in the stores. We also use your purchase history and payment methods together with account information derived from your Apple ID. You can turn off personalization features in the App Store, Books Store, and iTunes Store by turning off Personalized Recommendations for your Apple ID. On iOS and iPadOS, go to Settings > [your name] > Media & Purchases, and then tap to turn off Personalized Recommendations.
It looks like you may be able to turn off the personalized recommendations. If you do, and turn it back on, it may reset what you're seeing.

Apple do invite submission of constructive comments and feature requests via its Product Feedback portal. If there are particular features or enhancements that you’d like to see incorporated in future releases, this would be the most appropriate channel through which to make your voice heard.
For iPad and iPadOS:
I've always had "Personalized Ads" turned off, and the other suggested fix didn't work.
It should be a simple matter for Apple to enable users of the Books app to either delete "For You" recommendations, or opt out of receiving them altogether.
