Touch ID fails to process Apple Pay

14" MacBook Pro, MacOS 12.3.1. uses Touch ID to process Apple Pay. Alas, it works on once per reboot, or requires a fresh reboot to work.

When it works it works. It will work every time after a system restart. Otherwise, it accepts the fingerprint and then fails to do anything. Turning Use Touch ID for Apple Pay off in system preferences results in a request to double-click Touch ID--a problem on MacBook that uses the TouchID button to restart the system! If I do many to double-click Touch ID, I get a request to enter my admin password. That results in nothing happening (same as accepting the fingerprint).

It seems there is a bug in Safari's processing for Apple Pay that can't be reset with anything less than a system restart.
