must I be using Apple Pay to add scanned code (such as Covid vaccination) to iPhone iPad. See no options but set up Apple Pay.

Must I be using Apple Pay to add scanned code (such as Covid vaccination) to iPhone iPad. When I open wallet, see no options but set up Apple Pay. But on my iMac, I did press add to wallet.

Using Apple Pay is not a requirement.

To add the card, use the following instructions: Download verifiable COVID-19 vaccination and test result records on iPhone - Apple Support
