No. I don't think you understand how the Wifi Radio in your iPad works. Your radio is constantly scanning for available networks. Your iPad may see many networks, which IF you had the right password to, could be joined. That doesn't mean they are signed into your router. It just means your router and ultimately, your iPad can see the networks. There is no reason to need to forget a network which you have not ever joined.
If you took your iPad to a different location and you were signed into a Wifi network there, it would see networks which are in range of where you are. That doesn't you're signed into any of them. And you couldn't forget them either since there was never a connection, so there is nothing to forget. But your Wifi will see them.
And if you moved to a different location, you'd see different Wifi networks and so on and so on.
