Blocked calls that aren't blocked iPhone x

A few of my contacts aren't able to call me. Goes straight to voice

mail. Their not blocked, I checked their contact info. In fact, I cleared ALL blocked calls to see if that would do it..nope! And it's only a few of my contacts. 3 that I know of. What's up? Any help would be great full. IPhone X
