I am getting unkown (not in my contacts) calls blocked...important calls. These numbers are not on my blocked call list, & I have turned off the "silence unknown callers" setting. These missed calls are only sometimes sent to voicemail. I have even created a contact for these numbers & they are still being blocked. Any help is appreciated!

One other place to check is with your carrier to ensure that there are no Scam/Spam Block processes in place on your account.
Also, ensure that you do not have any Scam Block apps on your iPhone that may be preventing some unknown callers from reaching you.
