Daughter unable to download apps

I have an iPhone 12 and my 10 year old daughter an iPhone 7. She is a member of my Family Sharing. Has all worked v well until recently. First I stopped getting notifications as part of the Ask to Buy meaning she was unable to download any apps. Now whatever app she looks at in the App Store is says “due to restrictions set for this device, this app cannot be downloaded”. For every single app regardless of the cost or age restriction.

i have turned the phone on and off. I have hard reset the phone. I have logged her in and out. I have turned off every restriction in family sharing and repeated the turning in and off, the hard reset and logging her in and out. Nothing seems to work. I’m still getting the same message. Any suggestions that might help us out? Thanks.
