Can I upgrade my OS 10.11 to OS 10.14

I would recommend you to have a look at macOS Mojave - Technical Specifications to make sure if your Mac is eligible for Mojave.

If yes you can download it to install by How to get old versions of macOS - Apple Support

If not you need to find out what macOS is eligible for your Mac by Apple - Support - Technical Specifications

Additionally make sure if there is at least 12.5GB free storage on your Mac. Ideally it is always recommended to have %15 free space to have a proper performance with your Mac.

Last, do not forget to backup your data if needed.

Yes, if it's a 2012 or newer model. Otherwise, it can't be upgraded past High Sierra.
