Upgrade to iCloud+

I am trying to upgrade to iCloud+, but when doing this I get the message that it was not possible to upgrade. My VISA card is set-up in my phone, the card is open for purchase via internet, I have enough money on the card and it is accepted both via apple pay and is working in app store. I am an old Samsung user, so this is both new for me but especially very annoying that it does not work, when finally taking the huge step to switch from Samsung to iPhone ;)

Anyone that know the trick for this?
