Restoring whatapp data

My whatapp messages aren't restoring after I tried to transfer my data from iphone 6 to iphone 13. I checked the power, WIFI etc. but not helping. I have enough space in phone but in icloud I have only 4.5 GB while whatsapp data show around 10.5 GB. Please help in restoring the whatapp data without loosing it. Many thanks
