Why is the US state stuck even though I changed the country?

I changed my country from the US to both Brazil and Iceland (my husband’s card and my own card are from each) but when I try to add the billing address it’s stuck on US states no matter which country I use so there’s no way for me to update my payment to my current country. How do I fix this?
