Apple iphone pulling down control Center or swiping up on notifications doesn’t worm

Out of no where, when in portrait mode on my iPhone the top part of my screen is unslidable. Cannot pull down the top right corner to access control panel. Cannot swipe up on the left middle or right side of the screen to get rid of notifications. I can still click on things, such as app or the safari search bar, but not slide. Which makes me think this isn’t a screen/hardware glitch. I did a full restart on my phone already though. Access within apps is on for my iPhone control Center.

can do both things if I’m in landscape mode, such as if I’m watching Netflix. Doesn’t effect bottom right corner it seems.

Any ideas? A lot of posts like this on this forum but no real solution. Pls help
