I am moving permanently from US to Australia. That said, could I use my US Apple TV+ subscription in Australia? Or I need to cancel it and open a new one over there?

Your subscriptions are localized for your “home country” as set by your account details (billing address). When you change your account registration to a new address, and a new local payment method, then you will have to cancel any ongoing subscriptions, and re-subscribe afterwards.
