Security of Apple Pay if iPhone stolen or lost - what stops fraudulent use..?

If I set up Apple Pay on my iPhone, and it is stolen or lost and found by a dishonest person. What protections are then to prevent them accessing accounts, etc.

According to If your iPhone, iPad, or iPod touch is lost or stolen:

"When you mark your device as lost, you remotely lock it with a passcode, keeping your information secure. This also disables Apple Pay on the missing device. And you can display a custom message with your contact information on the missing device."
