Internet Recovery/OS Recovery issues

Hi, I am having trouble with my 2019 Macbook Air,

I recently wanted to reset the macbook as I wanted to start fresh and clear some space. In doing so, I proceeded with the Command + R and when into recovery mode where I promptly erased my disc space. I went to recover Mac OS but my laptop turned off, and when I turned it back on, I was greeted with the support.com/mac/startup screen with the question mark box, and when I follow the instructions to go into recovery mode and fix this it leads me to connecting to the internet. When I connect to my personal hotspot (WiFi refused to work and I don't have a ethernet cable or a plug in for Ethernet), it loads with the bar but after it fills, gives me the 1008F error. If I do an internet recovery the same thing will happen but give me the 2002F error.
