Activation of apple watch via Family Sharing (Kazakhstan)

Hello, It seems like Kazakhstan does not have any official Apple Rep. office, so I came here for help. Can you please tell me whether I can active an apple watch for my close friend via Family Sharing in Kazakhstan? (she does not have iphone of her own) Is this feature available in Kazakhstan? Can i get some telephone-based support by operator instructing me how to solve this issue, cause i failed already several times. I managed to activate the watch using my own apple ID, but of course i cannot give it to my friend with my ID on it.

It won't work unless it's a cellular watch;

What you need

An Apple Watch Series 4 or later with cellular, or Apple Watch SE with cellular, with watchOS 7 or later.
An iPhone 6s or later with iOS 14 or later for the initial watch setup.
An Apple ID for yourself and one for the family member who will use the Apple Watch. Your Apple ID needs to have two-factor authentication turned on.
A Family Sharing setup that includes the person who'll use the Apple Watch. You'll need to have the role of organiser or parent/guardian to set up an Apple Watch for a family member.

Thank you, but I've already tried these guidances. Iphone tries to pair with apple watch after pressing "Family sharing", then it just says: "sorry I am going to disconnect bla bla bla" and nothing happens. And i stuck at this stage of activation process (((
