Your profile shows you have an iPad 2 with iOS 9. That does not support an Apple Pencil. If you have a different iPad, please indicate what current iPad you have as well as what generation of Apple Pencil you are trying to use. You say it is at 0%, when is the last time you charged this Pencil.
My Apple Pencil is at 0%. It won't charge when plugged into my iPad.
