My fan wont turn off.

I tried resetting the SMC but it didn't work, it turned off for a few seconds and it started running again. Only when the computer is sleeping for a few seconds will the fans will shut down, once the computer is on again it immediately starts again. The computer is cold and the right fan is still on. I may have spilt small amounts of water on my computer but I cleaned it and everything else in the computer works fine just the fans. I've also tried using a fan control application like Mac fan control but the readings on there weren't accurate currently and controlling the fans don't seem to work.
