Text message forwarding is enabled on my main iPhone (13, light mode). My second iPhone with no sim card (8, dark mode) can see the SMS messages, but when I try to respond the message fails to send. My Mac can respond just fine.

If you read the support article, you'll see that "devices" doesn't include phones.
That you can see the messages is a bonus.
Because it is a phone, it wants to send SMS and MMS messages using its own cellular service, which does not exist.
Seems a bit misleading to be able to select iPhone 8 for text message forwarding. "allow these devices to send AND receive text messages from this iPhone"
Such a shame. Don’t see why apple couldn’t implement this. Thanks
