I was wondering whether I can use 60W MagSafe Power Adapter with MagSafe 2 style connector (2013 ~ 2015) to charge 2021 14 inch macbook pro?

The MagSafe 1 and 2 use a different power-negotiation protocol from MagSafe-3, over the data bus pin -- the one pin that is not power or ground.

No. This is because the 2021 MacBook Pro (14in and 16in) have the MagSafe 3 connector. What you have is the 60W MagSafe 2 connector.
