Hello, is it possible for the same two Apple IDs, one on the global App store, and another on some specific country? It is not about the device (a second device is available). If not - that would mean creating a fake ID for the 'second' App store

There is no such thing as a "global App Store". They are all country specific. And, in order to have an Apple ID in a specific country, you need an address in that country, a credit card billed to an address in that country and, technically, you need to be physically present in that country when making purchases.
