Macbook Air - Restarting - Spinning Globe (help please)!

Hey,

I have reset my macbook air as I am selling.

I erased the disk utility - Mac HD Data - now I have reset I am getting a spinning globe.

I've tried to restart holding Command-Option-R and Command-Shift-Option-R and still get the spinning globe. I've also connected to wifi when at the spinning globe and it doesn't do anything.

Not sure what I am missing here.

I've gone through Apples support articles below and still can't seem to figure it out.

Any help would be much appreciated.
