The Apple TV app doesn’t do recordings. VOD content can be started at any time, though, as long as the subscriptions are active.

The Apple TV box doesn’t record by itself, but certain apps may feature functionality for “Cloud DVR”, i.e. saving a ‘live’ recording on the servers of the TV provider, and playback through the user library of that same TV provider app.
