The Apple TV box itself is not a recording device. (Nor would its disk capacity be sufficient for that.)
However some TV providers have apps that allow “Cloud DVR” recordings, i.e. schedule recordings for live TV, to watch back later. The storage is then online, on the provider’s servers.
The VOD services have no need for such features, of course. Their content is accessible at any time by design.
