Apple ID is disabled

Hi everyone my dad recently passed away and he had a iPhone 7 which we tried to open because it had an activation lock we couldn’t open it until I remembered the pin to the Apple ID which was then too late cause my dad Apple ID got disabled we went to the instructed website but the number they require we do not have it anymore and I don’t remember the number so plz help out anyone ?
