Trying to open Sigil app
MacBook running 11.6.4 won't open Sigil as "can't scan download for malware." Downloaded from Sigil website not secondary one. How to fix?

I just downloaded Sigil v1.9.2 and installed it. When you double-click the application to launch, that will produce the following dialog:
and the correct approach to eliminate this dialog is to first, right-click on the Sigil application and choose Open.
That will deliver a different dialog, where you select Open again. You can then resume double-clicking the application without these dialogs until you install an updated version of Sigil. This is the built-in Apple Security (GateKeeper) doing its thing. If the Sigil developer had codesigned and authorized their application, this would be easier.
