The shortcut for decreasing (moving left ) the indent

There is none documented in the Pages Help menu > Keyboard Shortcuts. Just click the red circled outdent button.

Custom user Shortcuts only work on (some) menu items that do not have a shortcut already assigned to them. If your table were in body text, instead of inside a table cell, then shift+tab would outdent for you.
