how to keep customized control strip(touch bar) being customized?

My laptop(2018 mbp) has control strip(touch bar) that, is said, can be customized in System Preference.

The customized control strip is de-customized when I open other apps or browser. They seem to have their own settings and they do not respect my settings. In contrast, when I don't need the customized control strip(when I don't use other apps) it comes back to the customized setting, so there is no point of customization. I wonder if I can customize so it is actually customized.

How can I customize this correctly so It is still customized when I need it?

There are settings for what you show in the Touch Bar. It exists for apps to customize with their items. It was never intended as a singular set of functions. They could have just made it keys.

My guess is setting “Touch Bar shows” to “Expanded Control Strip” may get you what you want. It’s on the same preference pane as where you customize the control strip.
