Lost Clips videos

I had some very precious videos of my daughter from around 2017-8 that were on Clips. We went to watch them again recently and it said that we couldn't download them now and to try again later. I tried again this morning and got an error message when I signed into Clips saying that it couldn't download videos to this device because of an iCloud setting and told me to fix it in settings. I went to Settings but couldn't see anything to fix. iCloud is on and being used by other apps such as Photos. When I returned to the app I could no longer see any sign of my videos. I'm feeling panicked. It's been over a year since I checked on these videos and I have no idea what update or how long ago this problem may have occurred. It sounds like they must be somewhere on iCloud, but where?? I see other similar questions without answers, but I have to try.

Thanks so much for this thought! When I updated my iOS and Clips I got a very recent clip back that had also gone away, but none of the older ones are back. It seems so random...
