why will my ipad let me use my appstore I'm making my account but it just keeps on saying because i do not have a payment method.It states that I need to make a payment method and further more no more charges but I dont have a card then it tells me to contact you

Why the Issue?:
You need at least one method of payment assigned to your account. So, what you need to do is simply add a method of payment. Go Here: Payment Methods that you can Use with your Apple ID - Apple Support. If you have no other card, then reading that link, see if PayPal is an option to use. If so, then open a PayPal account, and use that as your method of payment.
Notifying Your Parents:
If your parents know nothing of this, I'd inform them of it, incase they are seeing anything suspicious going on with their account.
