This is Private Relay forum, if you turn on Private Relay, and use Safari browser:

    • your IP address shown in target website has been changed to an "iCloud Private Relay" IP address, it doesn't make any sense to website operators.
    • your ISP wouldn't know which website you were visiting
    • If you are really worried about Apple knowing your search keywords, turn off Safari -> Preferences -> Search -> Smart Search Field.

So there is no need to worry about constantly changing IP address.

However, private relay only works for Safari browser, if you use other apps (assuming app developers did not stumble on the private relay setting) or use Chrome/orther browsers:

    • your IP address will be sent to vendors
    • and your ISP will know what websites you visited.

To change your IP address on your device, for the sake of changing (per your question):

    • you can use VPN
    • you can drive around to find different wifi hotspots, with coffee shops or ISP such as Xfinity wifi.
    • if you are with a big cell phone service provider, turn off your phone for 5-10 minutes, and turn it back on, you will likely get another IP address.

when on wifi your ip address is set by your isp

when on cellular your ip address is set by your carrier

locally on your lan you get your ip address from your routers dhcp server

if you want to know more

Dynamic Host Configuration Protocol - Wikipedia

your ip address on the internet is this one this page tells you

What Is My IP Address - See Your Public Address - IPv4 & IPv6

the only ones who can change that are your carrier and or your isp who have to renew it's lease

to set your local area network ip address to a static one rather than let your router decide is in

settings->wi-fi->your networks ssid i with a circle around icon->Configure IP and set it to manual

but it will do nothing in terms of changing your internet ip address. only your carrier / isp can do that
