I run a speedtest on wifi and I get over 200Mbps but with the adapter I get right around 90Kbps. Do I have a defective adapter? 2012 MacBook Air running 10.15, TP-Link Gigabit Router/Cat 5e cable (also tried a different cat 5e cable)
Not all pieces of gear are rated the same. The first thing I'd suspect is your adapter is not rated at 200 Mbps. Especially if you get 200 Mbps without it.
What adapter? Your should be able to get the specs at the maker's website.

Nevermind, I'm an idiot. I thought I had the ethernet cable plugged into my router but it was in my 10/100 switch *rolls eyes*
But it's a Gigabit adapter
That doesn't mean it can't have a problem. You have to look past the maker's hype.
