what does it mean?
my mail server rejecting some mail I'm trying to send and also not getting mails that being sent to me
what can be the reason?

I'm also having issues with iCloud Mail. On p24 to be exact, regarding smtp (send) and imap (receive). Sometimes it works, most of the time it doesn't. Issue exists on Mac especially. iPhone working more often. iCloud.com often gets an error as well. Also, this happens on both my WiFi network and 4G.
No idea how to fix this, since I'm only using iCloud in Apple native mail clients, in which - as far as I now - it's not possible to set custom servers for iCloud Mail.
Does anybody now how to fix?
