Restriction to downloading apps after initial download

My son has downloaded an app that he is not approved to have, I have deleted and he has redownloaded it, how can I prevent this from happening again? I have him on family sharing with restrictions set into place. . .

Settings > Screen Time > Content & Privacy Restrictions > iTunes & App Store Purchases > Installing Apps > Don't Allow [Tick]
