It’s best to return them to the most obvious “lost and found” for the location.

That at least gives the owner a chance if he/she successfully retraces their steps.

There are no other technical means available for you to determine the owner.

Properly Handing Over AirPods:

When giving items back, I'd say let them be, so that the recipient can clean these themselves.
