Deleting Apps

I have an iPhone 11 Pro Max. How do I delete apps from it? When I press and hold the app on the Home Screen it only gives me the option to delete the app from the Home Screen. The app is then kept in my library. I cannot delete apps from the library

Please check: Settings - Screen Time - Content & Privacy Restrictions - iTunes & App Store Purchases - Deleting Apps = Allow.
