Apple ID for a Small Business

Greetings!

I'm trying to set up a phone for one of our valued team members with an installed app on the phone.

It's essentially a time clock app, but I don't want to use my personal Apple ID, or to allow the team member to make app purchases on this phone; It's a business phone after all, and we only want the basics on it...

Is there a way to be able to download the app without having an Apple ID/credit card info associated with the phone?
